·   Gather information to determine demand/requirement for fiber optic network of a certain project area.

·   Prepare high level design of fiber-to-the-home technology for a given area to come up with BOM/BOQ .

·   Approved specifications of certain materials necessary for the provisioning of outside plant.

·   Evaluated potential contractors on the technical aspects for the contractor selection process

·   Managed projects from the planning phase to the ready-for-service date to ensure that required facilities are available as planned.

·   Processed validation and payment of contractors’ progress billing

 

d)       QUALITY ASSURANCE PROCESS ENGINEERING MANAGER (January 1, 2000 – Sept 31, 2005)

 

·   Responsible for the establishment, documentation, implementation and compliance monitoring of the technical, business and management processes of the Network Services Division (NSD).

·   Initiated the activities towards the establishment of the NSD processes.

·   Directed the activities of the Process Engineeering Section to maximize resources to ensure timely delivery of other sections’ expectation.

·   Evaluated current and future manpower requirements and recommend courses of action.

·   Screened and recommended personnel recruitment for regular requirements of the section.

·   Monitored and took courses of action for the development of the individual potential capabilities of supervisors and engineers.

 

e)       OSP ENGINEERING SENIOR SUPERVISOR (January 1999 – December 1999)

 

In addition to the reponsibilities of the OSP Engineering Supervisor stated below, the following are the main responsibilities:

·   Assisted the Section Manager in the preparation and consolidation of the requirements by other sections.

·   Assisted in the daily activities of the other units of Network Engineering Section.

 

f)        OSP ENGINEERING SUPERVISOR (February 1995 - December 1998)

 

PLANNING

·   Coordinated with the other concerned Departments for the preparation of OSP basic design.

·   Conducted feasibility study of a certain area using Topdown Forecast Design approach to determine the number of cabinets required to serve the said area.

·   Directed the preparation of typical designs for a certain locality to come up with OSP primary and secondary requirements to generate the broadgauge estimate.

·   Supervised engineers in the preparation of  OSP plans based on the Bottom-up Design approach utilizing data gathered during actual survey of the area.

·   For contractor engineering design done, checked OSP plans for conformance with the company Standard Design Practices and recommend approval.

·   Monitored project status in comparison to the set objective.

·   Evaluated existing outside plant cable facilities and prepared a study for the utilization of existing vacant pairs to serve the areas where subscribers’ telephone demand was identified.

·   Checked OSP networks and building entrance engineering designs and ensured that they conform with the Standard Design Practices.

·   Checked and recommended approval of Fiber Optic Network detailed design.

·   Prepared detailed engineering design of copper or fiber optic network extension/expansion and rehabilitation of primary, secondary and in-building cable works in the event that all engineers are loaded in order to meet commitments.

·   Directed OSP engineers in the preparation of Bill of Quantity and Costing of a particular project for budgetary purposes.

PROJECT SUPERVISION

·   Prepared project schedule for the implementation of a certain project.

·   Directed and participated in the joint site survey with the contractor and/or the Construction Group.

·   Conducted regular meetings with those involved in the project implementation to discuss its progress, problems arising during construction and their corresponding solutions, in order to facilitate its completion.

·   Coordinated with the contractor and/or the Construction Group on matters relating to job implementation to ensure strict conformance to Standards, and made on-site instructions and decisions if necessary in order to meet job completion schedule.

3. PHILIPPINE CABLE NETWORK AND CONSTRUCTION, INC. (PCNC)

(Nov. 14, 1994 – Feb. 14, 1995)

a)  SENIOR ENGINEER, Metro Manila Fiber Optic Project

 

·   Coordinated with  the representative of the contracting party, Pilipino Telephone Corporation, to determine its fiber optic project plan, its schedule of priorities and implementation and to gather information/data that are deemed necessary in the design of the fiber optic links.

·   Prepared the design of the Fiber Optic Links between the five different Node sites and their respective  PLDT C. O. ‘s, the main fiber optic links between the five different node sites and homing fiber optic links of different cells and microcells to their respective nodes.

·   Delegated to the three Junior Engineers jobs such as data gathering, records updating, as-built plan preparation, etc., necessary for the design and implementation of the projects.

·   Coordinated with PCNC Construction  Department in the implementation of the engineering design jobs and make final decision if necessary.

·   Reported to the Supervising Engineer regarding job updates and completion for billing purposes.

 

4. SAUDI TELECOM (May 3, 1982 - Nov. 11, 1994)

   Riyadh City, KSA

 

a)ASSISTANT CHIEF (Senior Engineer), Outside Plant Engineering Dept. (Jan. 1, 1985 – Nov. 11, 1994)

·   Planned and directed the preparation and design, and issuance of  all primary and secondary engineering (including building entrances) work orders required to provide service on demand.

·   Checked the design of all engineering work orders of both primary (including primary cable and civil works) and secondary network (including building entrances) to attain the best quality and to assure that Saudi Telecom Standards and Practices (Adapted from Bell Canada Standards) are met.

·   Coordinated with the Construction Department whenever necessary regarding work order  implementation.

·   Directed and carried out on-site verification of work performed on all completed projects and issued Inspection Notice for these projects.

·   Ensured that any on-site changes done by Construction Department which was shown in the As-Built Plan was reflected in Engineering Records and Plans.

·   Coordinated the planning and implementation of  road and utility projects that affected Saudi Telecom outside plant with other utilities, ministries, municipalities, contractors and other Saudi Telecom departments.

·   Coordinated with all concerned departments to ensure that hazardous and service affecting plant are corrected immediately.

·   Administered office procedures for his staff ensuring that quality and productivity standards are met and guidelines followed.

·   Supervised and directed his staff on all daily activities.

·   Planned, trained and directed the development of human resources of both old and new staff to meet Saudi Telecom objectives.

·   Developed plans to conduct Job Planning and Review Sessions for all subordinates.

·   Investigated incoming application for new telephone installation against existing network facility, outstanding work orders that were waiting for implementation and ongoing engineering in the area where the new applicants were located.

·   Designed new secondary network extension jobs to serve all the new potential customers in the cabinet area where new applicants were identified.

·   Prepared detailed engineering plans for building entrances.

·   Ensured that all engineering designs conform to the existing Saudi Telecom Standards and Practices.

·   Performed studies for the provision of service to any customer’s location as instructed by the Assistant Chief.

·   Assisted the Assistant Chief in the training of new employees, including Saudi nationals, for familiarization of the Company Standards and Practices and designing a career path for them to be effective staff that are gainfully employed.
